Metropolitan Transportation Plan

The BGMPO is responsible for maintaining a Metropolitan Transportation Plan (MTP) for the planning area shown above. The MTP outlines the BGMPO’s transportation-related goals and objectives and addresses transportation-related issues and impacts over a minimum 20-year horizon. The MTP is developed through a cooperative process led by the BGMPO, and including the FHWA, NCDOT, transit operators, stakeholders, and the public, to create a vision for the future of the community. The process, which is prescribed by federal regulations, is designed to assist the BGMPO in prioritizing short- and long-term investments in the area’s transportation system over the next 25 years.  The MTP must be updated every five years, which ensures that it is based on the most recent data available for the region, identifies current trends in travel demand, and reflects the latest transportation policies and programs. 


What is Getting There 2045 ?               logo

Getting There 2045 is the MTP being developed to update the 2015 plan. It will be a comprehensive plan that defines the transportation network that will serve the existing and projected transportation volumes in and around the Burlington-Graham MPO. Getting There 2045 will be based on the most accurate and up-to-date information available on population and economic growth and land development patterns within the BGMPO area.

Strategic Transportation Investments Prioritization Process 

Every two years, the Burlington - Graham Metropolitan Planning Organization (BGMPO), along with the North Carolina Department of Transportation (NCDOT), identifies and prioritizes transportation projects for inclusion in the NCDOT Statewide Transportation Improvement Program (STIP).  This process, known as “Prioritization 6.0” for the current cycle, is directly tied to the Strategic Transportation Investments law that passed the NC General Assembly in 2013.  General information about this overall process can be found on NCDOT’s website here.  The BGMPO draft P6.0 project list for consideration in the 2022 - 2031 STIP will be posted on February 19, 2020.  

 
 

Triangle Region Air Quality Conformity

Air quality transportation conformity is required by the Clean Air Act (section 176(c) (42 U.S.C. 7506(c)) to ensure that federal funding and approval for transportation projects within the BGMPO urban area are consistent with the air quality goals established by the State Implementation Plan (SIP) and included in the BGMPO Metropolitan Transportation Plan and Metropolitan Transportation Improvement Program.  The BGMPO’s adopted Transportation Conformity Determination Report for the 2020-2029 Transportation Improvement Program documents this conformity and can be found here .  

This Transportation Conformity Report was prepared by the Triangle J Council of Governments. Individuals from the following agencies contributed their efforts towards the completion of the Transportation Conformity Determination Report.

2020 - 2021 DRAFT UNIFIED PLANNING WORK PROGRAM

PUBLIC MEETING AND REVIEW PERIOD

The Burlington-Graham Urban Area Transportation Advisory Committee has released the 2020 - 2021 Unified Planning Work Program (UPWP) for the Burlington-Graham Metropolitan Planning Organization (BGMPO) for a thirty (30) day public comment period. The UPWP is the BGMPO's work program and annual budget to fund all transportation planning work tasks for the 2020-2021 fiscal year. The Draft BGMPO FY 20-21 UPWP will be available for viewing and public comments from January 30 – February 30, 2020, 8:00 a.m. – 5:00 p.m. at the City of Burlington Department of Transportation, 235 E. Summit Avenue, Burlington, NC 27215. Information is also available online at www.bgmpo.org

Public Comment Period: The publication of this notice opens the public comment period and if no comments are made this will be considered the final notice. A public hearing is scheduled on March 17, 2020 during the regularly scheduled BGMPO TAC Meeting, 5:00 p.m., City of Burlington Municipal Conference Room, 425 S. Lexington Avenue, Burlington, NC.
