     Virtual BGMPO TCC and TAC Meetings 

The June 16, 2020, 9:00 a.m. Technical Coordinating Committee and 5:00 p.m. Transportation Advisory Committee meetings will be held virtually and via conference call due to COVID-19 concerns. The TCC and TAC agendas will be posted one week prior to the June 16, 2020 meetings.  

If you want to participate in the meeting and/or submit comments about any public hearing items, follow these steps:

  • Email the BGMPO by 12:00 p.m., noon Monday, June 15, 2020.

    • To request access to participate in the meeting, send your full name and identify which public hearing item or items you want to address. You will then be sent instructions on how to participate, including a unique password that can't be used by anyone else.

    • To submit comments, send your full name and identify which public hearing item or items the comments refer to.

  • Submit typed comments only and do not embed videos in your email.

Strategic Transportation Investments Prioritization Process 

The Burlington – Graham Metropolitan Planning Organization (BGMPO) is in the process of developing and prioritizing transportation improvements for inclusion in the 2029 – 2032 Metropolitan Transportation Improvement Program (TIP).  This process, commonly known as “Prioritization 6.0” is based on the Strategic Transportation Investments law that passed the NC General Assembly in 2013. North Carolina Department of Transportation (NCDOT) Strategic Prioritization Process is a data-driven, transparent method for prioritizing transportation projects and is used to develop the State Transportation Improvement Program which identify the projects that will be funded during a 10-year period.  As information becomes available throughout the BGMPO prioritization process, it will be added to this website to make the information widely available to the public. 


Draft BGMPO Prioritization 6.0 Project List and Public Comment Period 

The BGMPO is now accepting public comments on the BGMPO DRAFT list of Prioritization 6.0 (P6.0) projects.  The DRAFT P6.0 complete project list can be found here and map of highway and bicycle and pedestrian projects can be found here. These projects have been selected for submission and further evaluation under the NCDOT P6.0 Scoring Process. Prioritization scores all roadway, public transportation, bicycle & pedestrian, rail, ferry, and aviation projects based upon approved criteria. The Transportation Advisory Committee and Technical Coordinating Committee will consider approval of the BGMPO P6.0 draft project list at their June 16, 2020 meetings. All projects to be scored must be submitted to NCDOT no later than July 31, 2020.

Your Input Needed for Future Transportation Priorities!

The BGMPO in cooperation with the Technical Coordinating Committee (TCC), Transportation Advisory Committee (TAC) and regional stakeholders are nearing completion of updating the 2015 Metropolitan Transportation Plan (MTP) for the Burlington-Graham region.  The 2045 MTP is the region's long-range transportation plan that identifies needed transportation improvements and funding sources over a 20 year period.  Members of the public and interested stakeholders are invited to review the draft document and provide feedback on the project's website  Draft plan materials including roadway, transit and bicycle and pedestrian projects recommendations will be available and members of the public are encouraged to review. The draft plan will be posted for public comment through June 11, 2020. After viewing the presentation and reviewing the draft plan materials, members of the public and interested stakeholders are encouraged to fill out an online survey.

Hard copies of the project presentation materials may be requested by contacting Wannetta Mallette, MPO Administrator, at 336-513-5418 or The BGMPO is responsible for maintaining and updating the MTP for its entire planning area which includes Alamance County and portions of Guilford and Orange Counties. The MTP outlines the MPO’s goals and objectives and addresses transportation related issues and impacts over a minimum 20-year horizon. The MTP is a federally mandated plan and complies with the Statewide and Metropolitan Transportation Planning regulations issued by the US Department of Transportation. The MTP is updated every five years, allowing BGMPO the opportunity to incorporate the most recent data, identify any changes in factors affecting travel demand, and modify policies, programs, and projects based on current conditions. This is an ongoing process, but the MTP update provides a platform for sharing updated information and ensures compliance with federal regulations in order to continue receiving federal funds to address the needs of the region. The BGMPO TAC expects to adopt the 2045 MTP on June 16, 2020 after going through the public review process. 

Triangle Region Air Quality Conformity

Air quality transportation conformity is required by the Clean Air Act (section 176(c) (42 U.S.C. 7506(c)) to ensure that federal funding and approval for transportation projects within the BGMPO urban area are consistent with the air quality goals established by the State Implementation Plan (SIP) and included in the BGMPO Metropolitan Transportation Plan and Metropolitan Transportation Improvement Program.  The BGMPO’s adopted Transportation Conformity Determination Report for the 2020-2029 Transportation Improvement Program documents this conformity and can be found here .
