The Burlington - Graham Metropolitan Planning Organization (BGMPO) encourages citizens to review the 2045 MTP Amendment and the Air Quality Conformity Determination and send their comments to Wannetta Mallette, wmallette@burlingtonnc.gov, (336) 513-5418.  

MTP Amendment & Air Quality Summary

The Air Quality Conformity Determination Report (AQ-CDR) demonstrates that certain pollutant emissions from the future transportation sector will not exceed a specified threshold.  Although the Triangle area is in attainment for all of the controlled emissions, the area is in a maintenance program for ozone and therefore must demonstrate conformity for nitrous oxides, which help create ozone.  The BGMPO partner, Triangle J Council of Governments, is responsible for coordinating the air quality conformity process and document. The Triangle J Web page here provides additional information on Air Quality regulations and the detailed appendices for the AQ CDR. NC 54 West Corridor Study 

The NC 54 West Corridor Study is a project to better understand how the NC 54 corridor is utilized and document the unique resources along this historic route. The project is an in-depth review of the 20-mile portion of NC 54 from Carrboro to Graham. For more information about the project as a whole, please visit www.nc54west.com. There are tools on the web site that can be used to provide input on the corridor for those who cannot attend any of the public meetings.


The Program of Projects (POP) is the list of projects programmed in the Burlington Graham Metropolitan Planning Organization’s - Metropolitan Transportation Improvement Program (MTIP) proposed by the Link Transit System to be funded from the area’s Federal Transit Administration (FTA) Section 5307 during the current and future federal fiscal year(s). In some cases, the POP also includes flexible federal highway funds, such as Congestion Mitigation and Air Quality (CMAQ). Link Transit projects proposed in this POP only include federal and local funds. Link Transit began operations in June of 2016 and will begin continue to utilize the Section 5307 grant for operations, planning and capital in 2018-19 federal fiscal year(s).

The Burlington Graham MPO Transportation Improvement Program (TIP) process is used to satisfy the public participation process of the Program of Projects (POP) that is required in U.S.C. Section 5307. The POP as presented is the proposed Program of Projects and will also be the final Program of Projects unless amended.
